Dorothy Moore was born and educated in Cornwall.

She began her swimming career in 1942; in the same year, she received her Royal Life Saving bronze medallion.

She became a qualified life saving examiner in 1944. She then became a supervisor and administrator of different organizations and finally Chairperson of the Swimming and Water Safety program for the Cornwall branch of the Red Cross.

She also was the administrator for the City of Cornwall’s Parks and Recreation Swimming Program.
